mandate 和 一些重要的字詞如require, propose相似，必須要用虛擬語氣，特別注意的是ETS比較注重是動詞的使用，這裡的mandate要是以名詞理解，是可以用其他方式（好比a mandate to V...)

B錯就是因為這裡是主動的動詞，就是接that

mandate和demand不能用TO，一定用THAT，老莫說的~(不知道他有沒有亂講)

最正式的用法確實是如此，你說demand sb. to do somthing是正確的用法沒錯。
但ETS會說"that" introduces the main idea clearly.

這邊 each year 修飾 balanced

可是選項D中無法判斷 each year 是修是哪一個?

因為each year不知要修飾 a mandate ot a budget??
而原句意是要修飾balance的~

each year 如果修飾全句, 句意就是每一年有一道命令
each year 如果修飾 to balance ..., 句意就是平衡每一年預算

mandate 的設想是要命令別人, 用不定詞變成命令自己去做(to-V 的動作者是原句主詞), 但是又下令給別人.
