In E, "to" refers to "in order to. 意思是說袋子膨脹是為了要使受驚嚇的乘客誤以為是車子起火了
In D, make與appear平行, 但是按照句意應該是推得E的因果關係, 而非對等或是先後的關係, 所以應該用to

make和appear平行的話，句意好像比較通說
當袋子膨脹時煙會釋放，並且那些煙會讓乘客以為車子失火。

如果選 (D), 我覺得 and 前面應該有豆號: would..., and make... = would..., making...
