醫院為了省錢所以要取消這個制度,也就是說原來浪費錢或者不省錢。

rule是指公司安排專門的review panel來決定是否付款
C說review panel 本身就費錢,而且做出的判斷大都是通過(即有跟沒有是一樣的,肯定要取消)

答案C就是說這個制度又貴又對結果沒太多影響
