句意看起來似乎沒什麼問題.
The Federalist papers = a defense (全部文章都站在憲法這一邊)
The Federalist papers = a body of work (全部文章也都是政治文獻)
不知除句意外,有沒有更好的文法根據?
同位語數量基本上要一致,這一題的例子,單數若有集合的意思,也可以跟多數同位.

是不是可以不用看這個插入句/同位語而直接因為papers(複數)而選represent呢？

動詞單複數的確只看主詞,所以 represent (複數)完全是因為 papers (複數).
雖然可以看成省略: (which are) a strong defense of the United States Constitution as well as an important body 而把它當成插句,同位語可能比較忠於原味 (i.e. 沒有省略).
