(A) 裡的 ', and spend' 必須和動詞平衡,另外,它的主詞省略,所以同主要子句主詞 (union members) => union members are... , and spend... 句意不合理.
以 and 前面逗點,應另起一句來看, spend 不太像是會跟 to see 平衡,因為地位(句子的主要動詞 vs 句子裡的不定詞)不對等.

這是一種解題的技巧,束手無策或二選一的時候,有時從 (A) 會得到一些暗示.

通常出現在莫伯伯說的 S V1, V2 and V3的架構裡。
把V3改成,Ving。

但不是上述的架構V3就一定是分詞構句特殊用法歐!!
判別的重點就在於"句意"(也就是V3的動作者通常與V1及V2不同)plan無法spend，所以改成Ving表結果
此題句意為-...plan要求impose...及require Dr,...所以伴隨而來的結果是...spending less time with each.


這題難就難在 doctor也可以spend...! 但是選項裡沒有 doctor to see...and to spend的選項!
所以只好改成Ving表示伴隨的結果 解決與V1 V2動作者不同的問題!!
