我ㄧ開始選的是(B)耶 因為我覺得(A)有點頭重腳輕
(B)改成被動 由輕到重感覺比較順
後來發現可能會有修飾語的問題
例如 calls by the Federal Communications Commission's recent telephone rate cuts

我覺得是修飾語的問題
黑色的粗體字本來是要修飾紅色的地方

但是結構上黑色的粗體子被放在藍色的that子句裡
就很難被抽出來回去修飾紅色區段

(A)就沒有這個問題,不過我一開始以為(A)有雙向修飾的問題,仔細看,for片語也是被第一個that 子句包住了,所以沒有雙向修飾的疑慮~
