我覺得這題在考fail/failure to及promise to兩個介系詞，failure應該也能表示「應做而未做」。

我查字典的結果：
failure of: 表「缺乏」
failure in: 表「失敗」
failure to: 表「未能做…」
promise of: 表「有希望、有可能」
promise to: 表「承諾」

我不是很同意樓上的說法，我也仔細比對了字典的說明
failure 有當lack of sth的意涵，可是不應該用介係詞 in/ of 區分
failure in/ to 是有差別
failure in/ of 應該是跟後面接的名詞比較有關

我覺得這題是考一個重要的觀念，在表達原因的時候
ETS有很多種方式， because S+V+O最為清楚 ，by +Ving 也很不錯
because of N Ving(修飾N） 是ETS認為不清楚的方式
所以DE不會對
另外動詞比動名詞，名詞來的清楚簡潔也是一大重點
BC也不對 所以A最好
by表原因 keep表動作 清楚簡潔

這是固定的用法 指的是"因為什麼原因被控訴"
但是這邊並沒有of的選項! 所以選項中所有表因為的說法
都應該跟accuse分開來看!!

(B) by N1 of N2(簡單名詞) 改成簡單名詞才是正確用法!
