我認為這裡的by是要說明方法
那說明方法的時候
不會用一個單純的名詞來說明
(by fossil fuels看不出怎麼做,方法是什麼)

所以用動名詞才可以符合介係詞後要加名詞的詞性
而且又可以表達出要如何做可以cut emission
