cannot be foreseen (v.) "不能以預測這個動作得知"(被動)
weather 沒有"不能預知"的特性,但是可以被預測.(原句也是以動作來表示)
此外, (C) (E) 裡的 they 沒有合理的指代.

這個觀念應該是"情態動詞"(或叫做情態助動詞) 的觀念應用~~

何謂情態動詞呢？(例如像是can, may, must, have to ...等)

gmat有個不成文的公理…就是當畫線的部份(即選項a)出現情態動詞，則最後答案也一定要有情態動詞或類似語氣~
