Hitchcock, the United States Supreme Court rejected the efforts of three Native American tribes to prevent the opening of tribal lands to non-Indian settlement without tribal consent. 我的答案選A....因為有inadequate這個負面屬性字眼的字...跟我前面所做的解讀相同(fails to)....

可是答案是C....我覺得這是用中文翻譯去解讀的結果...而且該答案選項中完全沒有負面屬性的字....
