In its 1903 decision in the case of Lone Wolf. Hitchcock, the United States Supreme Court rejected the efforts of three Native American tribes to prevent the opening of tribal lands to non-Indian settlement without tribal consent. (帶入一個歷史話題) In his study of the Lone Wolf case, Blue Clark properly emphasizes (B先生對於此話題的看法) the Court’s assertion of a virtually unlimited unilateral [N] power of Congress (the House of Representatives and the Senate) over Native American affairs. (B先生對於Congress在此話題的看法是負面的) But (轉折語氣重點在後) he fails (作者的看法進來....用fail[N]...必讀) to note the decision’s more far-reaching impact (因果關係後面接果…表作者對於Congress做此決定的造成的結果) : shortly after Lone Wolf, (通常在歷史文章時間上順序要注意) the federal government totally (武斷字眼) abandoned [N] negotiation and execution of formal written agreements with Indian tribes as a prerequisite for the implementation of federal Indian policy. Many commentators believe (這邊帶入別人的意見...認為早在1871年就有此現象) that this change (=Congress在1903做的決定) had already occurred in 1871 when—following (表時間上的順序) a dispute between the House and the Senate over which chamber should enjoy primacy in Indian affairs (作者認為Congress在1903做的決定導致unlimited的事情發生....而別人認為早在1871年就發生類似unlimited的事件) —Congress abolished ([N]=unlimited的事情) the making of treaties with Native American tribes. 我做這篇覺得Q11和Q12有點問題...請大家給我指導一下....

Q11:

我的答案選A....因為有inadequate這個負面屬性字眼的字...跟我前面所做的解讀相同(fails to)....

可是答案是C....我覺得這是用中文翻譯去解讀的結果...而且該答案選項中完全沒有負面屬性的字....

我不懂最後一句的意思耶
The Lone Wolf decision ended this era of formal negotiation and finally did away with what had increasingly become the empty formality of obtaining tribal consent.

小晃兄,我覺得你句子省略的不太對哩..那各by是跟前面的詞..
那句的意思是說明政府是採用那各政黨的treaty..不是說明誰的權力大
