題目說對於進口鋼限額的實施將部會幫助美國大型的鋼鐵製造廠,事實上限額將會幫助在美國的迷你製造廠繁盛, 這些小的製造廠將從大型製造廠拿到更多的生意而不是那些在限額還未實施就被外國製造廠拿走的生意

這樣翻對嗎請大家幫忙解釋一下題目的意思吧

不就是
小公司比外國公司更容易賺到這些大鋼鐵場的生意

選一個反定

其實，大公司做的業務和小公司做的業務不太一樣─暗示小公司沒有理有能承攬大公司的生意

大致是這樣翻沒有錯...

這些小的製造廠將從大型製造廠拿到更多的生意而不是那些在限額還未實施就被外國製造廠拿走的生意

題目認為沒有限額的情況下, 大廠的生意是被外國廠商拿走; 有了限額, 則會被小廠拿走... 問weaken, 就如agk99大哥所說...

以上的解釋大致都可了解，不過我對於"配額"在此一題目的角色實在百思不得其解。可否請各位大大幫個忙釋疑一下:
首先，沒有配額限制就對大公司有幫助，反之就有益於小公司。進來愈多原物料不都對國內各廠商有幫助嗎?為何會有大小之分?
此外，為何小公司和國外公司會成為大公司的外包對象呢?既然都是MILL，做得愈多應該愈好呀!怎麼會外包給其他公司呢? *-)

對進口鋼鐵的配額加以限制的話，大公司就不能全部依賴進口，須轉而向一下國內的小公司下單，如此便可幫助國內小公司得以興盛。

可是og的解釋怎麼有點怪怪的
它說

這個解釋怎麼讓人感覺
big 和 small 是競爭者關係
而不是供應商上下游間的關係
