(B) In order to attract workers,small companies must match the wages offered by their larger competitors,and these competitors would not be exempt under the proposed laws.

Proposed legislation - Rise the minimum wage but small business are exempt for the first time.
Big business - Will have to follow the law and pay minimum wage to its workers.
Small business- Even though is exempt from the proposed legislation, still have to pay its workers the wage at minimum level in order to compete with the big company, hence for the reason to reject the bill.

小公司集體反對聯邦政府制定的最低薪資的規定,令人訝異的是,聯邦政府制定法律時,己經在第一時間排除小公司適用這項規定(暗示不知這些小公司在反對什麼)

選B是說,為了吸引人才,小公司的薪水必須和大公司的標準一致,而這些大公司,卻都在最低薪資的規定要求內(恰當的解釋了為何小公司會不滿這項新規定)

建議樓主可以將你選的錯誤選項標出來,我們更能給你好的解釋
