As my viewpoint, I guess two ways to elaborate your problems but I am not firmly sure whether I am right. Just for you refer !
(1) The New York City Ballet has been "the most consistently creative" of United States classical ballet companies since its inception in 1946=The New York City Ballet has been "the most consistently creative" classical ballet companies of United States since its inception in 1946
It just changed the position of the phrases
(2) "has" is a linking verb and a "SC" is required to complete the meaning of this sentence. "the most consistently creative " is to be a Adj-phrase to meet this structure position. "of United States classical ballet companies" , preposition+Noun, is a Adv or Adj structure and also be a complement role.
I think you are confused in the structure of "Noun of Noun"...right?
