先說一下我對題目的理解

前題一，白天要開前照燈法可以預防車禍
二，因為離赤道較遠的國家，白天的視線較差，所以這種法在這些國家預防車禍上更加有效。
三，離赤道較遠，唯一有這種法的國家是美國。

E我不懂為何對，我對句子的翻譯是「白天開前照燈法在其他有這個法的國家預防車禍，比在美國有效」.....>___<
可是前題不是有說美國是離赤道較遠，唯一有這個法的國家嗎？　這麼一來，他應該是有這個法的國家中比較有效的呀？

還是其他有這個法的國家白天視線比美國好，所以又加上這個法，所以比較有效呢？..............................
