這裡的concerning應該是當介詞用
如果concern當動詞用,原本可改為
in conferrences which concern (about/with) important decisions

至於你所說到的in conferrences with which decisions were concerned
就文法上也沒有錯誤,不過就句意上而言,它少了其他選項都有的important,不夠完整
而在修辭上,主動的表達方式會比被動表達來的簡明而清楚些,所以還是D會比較理想
