答案選項一開始就分成兩組，一組是 to ..... (如原題)；
另外一組就是 of ..... (一看到of馬上把to的刪除)



不過正確答案就是原題，我搞不清楚的是，as a means to要怎麼解釋，
我的翻譯軟體是這麼解釋的
means to
has it in his mind to, intends to, is destined to
但是這一句應該不是做這個解釋

然後Longman的用法裡面
means
money, income, or wealth, esp. large enough to comfort
其他的用法當然後面都是接 of

請各位牛人們幫忙 因為真的是搞不清楚啊

應該是as a means of 才對吧~~

這一題我也是用平衡法才選出的，但還是不太懂。

OG 11th 的解釋全文為：

Diction +Parallelism

In this correct sentence, the idom as a means to is properly used; the adjective economin appropritely modifies the noun investing is parallel to stressing.

然後在(c)與(D)的選項，直接開宗名義的說"As a means of" in not the correct idiom.

但我們熟悉的就是"as a means of"...

不知道樓主joke大的Longman字典是否跟我的一樣
不過我的這一本倒是很清楚的列出了as a means to
(正確來說,字典上舉的片語是a means to an end)

a means to an end : a way of getting a result
by means of : by using

Ex: I gave him a bicycle as a means to an end: I want him to take more exercise.

簡單的說as a means to應該是有表目的的用法
這一題ETS的解釋應該是正確的
另外,沒有as a means of,
只有by means of或是by no means的用法吧
