我也偏向B, 理由是CDE用that開頭是不需要的!
Researchers agree.......but more research was needed..
是在將研究者 與 研究兩者在比較!
若用that, 會讓人以為是在比較 agree that ..... but that...., 若要如此, 應該也要用not A but B的句型吧?

至於A與B的比較, B雖有瑕疵(whether or not), 但A用了非慣用的was or was not. 是更糟的!
故我選B
